Qinghai Province Released Plan of Winning the Campaign of Defending Blue Sky for 2018-2020

In order to facilitate comprehensive control of air pollution and improve air quality, Qinghai province took account of its actual condition and released ‘Plan of Winning the Campaign of Defending Blue Sky for 2018-2020’.

Overall Requirements:

Based on socialism with Chinese characteristics, Qinghai province aims to improve air quality and guarantee the well-being of its residents. It is imperative to strengthen the inspection of pollution during the whole process and reduce the emission of pollutants.

Key Tasks:

Qinghai province should reasonably optimize the structure of industries and propel eco-development. It is necessary to actively eliminate overcapacity and further the capacity reduction in coal industry in accordance with quality, environmental protection, energy consumption and safety standards. Qinghai intends to phase out 690,000 tons of coal capacity in the year of 2018.

It is significant to control the total volume of coal consumption. According to the principle of clean usage, Qinghai determines to cut down the use of coal in non-electric fields and increase the proportion of coal used to generate electric power.

In addition, it is indispensable to control the pollution caused by coal-fired boilers in accordance with the improvement of air quality. Qinghai is aimed at expanding the forbidden area of highly-polluting fuels and propelling the elimination of small-sized coal-fired boilers.
