On 1 July 2019, Tangshan Government issues Action Plan on Strict
Control of Air Pollution for July 2019 (hereinafter referred to as “the
Plan”) in order to finish annual target of air pollution control.

Decreased of air condition composite index and PM2.5 average
concentration continues
Air condition rank among 168 key motored cities improves
II Time
During 1-31 July 2019
III Control principles
1.
To fully enforce all
control measures on the basis of staggering peak production in
Non-heating season;
2.
Steelmakers, coking
enterprises and cement enterprises which are allowed to produce shall
meet ultra-low emission standard and other enterprises shall meet
emission standard;
3.
To define the specific
enterprise, specific equipment, specific time period and output cut, and
each enterprise shall define the supervision unit, responsible leader
and supervisor according to limit and halt production list;
4.
Heavy polluted weather
response shall be started up and related departments shall further take
strict control measures in accordance with different emission cut
degree.
IV Requirement
1.
Steel industry
According to related limit and halt production notices, the Plan
requires steelmakers shall implement limit and halt production measures.
20% cut of sintering machines, blast furnaces, converters and lime kilns
in A class such as Shougang Qian’an Steel, Shougang Jingtang Steel
(along the coast), Wenfeng Steel (normally producing during 15-31 July),
Tanggang Medium Plate, Delong Steel and Zongheng Steel; Tanggang
Stainless Steel is allowed to normally produce during 1-15 July and
Huaxi Steel, Tianzhu Steel and Guoyi Special Steel are allowed to
normally produce during 15-31 July; except steelmakers mentioned above,
more than 50% cut of sintering machines, blast furnaces (halt by raking
out), converters and lime kilns of other steelmakers in Tangshan City
shall be asked.
2.
Coking industry
Coking time of Coking enterprises in A class is asked to prolong to over
28 hours and that of others is asked to prolong to over 36 hours
