The European Steel Association (EUROFER) and IndustriALL sent a letter to the European Commissioner Cecilia Malmström about imported stainless steel issue. EUROFER and IndustriALL requested stainless steel hot-rolled coil and cold-rolled coil were needed to be included in the European safeguard measures.
According to the European safeguard regulation, developing counties in the WTO will be exempted if the imported proportion did not exceed 3% of total amount. Therefore, Indonesia was excluded from safeguard measures. However, EUROFER and IndustriALL said that Indonesian imported quantity increased very fast and it needed to take some urgent measurements.
Regarding the stainless steel hot-rolled, the quotas in 2017 was 0%, and it rose to 10.1% in 2018. The worst thing was that in the second half year of 2018, the proportion of imports from Indonesia surged to 18.2%.
EUROFER and IndustriALL pointed out that the production in Indonesia was increasing rapidly which was attributed to subsidy from China state owned steel enterprises and Indonesian government.
