Before the implementation of EU steel safeguards, steel rebar usually hit the lowest price between the third and fourth quarters.
However, it was expected to change this year because of the new safeguard policy from the EU. In the past, the stockholders usually stopped to order steel rebar from the market at the end of October and November, which pushed the price came to weak. After that, the price would start to raise back again until the next January.
A manager from North Rhine-Westphalia mentioned that for those who didn't order earlier would not receive any non-tariff offer, which might push the market price up this year.
